Colour Contrasts
The colours used on the website have all be chosen from the pallete used by the Scout Association for the different sections, as well as the apparently 'web-safe' code as defined by the Association (see here). Since designing the site however, it has been pointed out to the Webmaster that the Scout Association Purple #4d1979 is not one of the original 216 web-safe colours as defined by the web standards. While she is still waiting for a reply from Scout Base the decision to stick to the purple has been taken, since the whole idea of 'web-safe' colours has flaws anyway.
More importantly that this though is that in order to comply with the World Wide Web Consortium Web Content Accessibility Guidelines text or diagrams and their background must have a luminosity contrast ratio of at least 5:1 for level 2 conformance to guideline 1.4 (10:1 for level 3 conformance).

#ffffff - White
#9900CC - Cub Mid Purple
Normal-Passed at Level 2 (The contrast ratio is: 6.43)
Protanopia-Passed at Level 2 (The contrast ratio is: 7.31)
Deuteranopia-Passed at Level 2 (The contrast ratio is: 5.08)
Tritanopia-Passed at Level 2 (The contrast ratio is: 6.37)

#000000 - black
#99CC00 - light green
Normal-Passed at Level 3 (The contrast ratio is: 11.14)
Protanopia-Passed at Level 3 (The contrast ratio is: 11.50)
Deuteranopia-Passed at Level 2 (The contrast ratio is: 9.89)
Tritanopia-Passed at Level 3 (The contrast ratio is: 10.64)

#4d1979 - Scout Purple
#ffffff - White
Normal-Passed at Level 3 (The contrast ratio is: 12.56)
Protanopia-Passed at Level 3 (The contrast ratio is: 13.08)
Deuteranopia-Passed at Level 3 (The contrast ratio is: 11.28)
Tritanopia-Passed at Level 3 (The contrast ratio is: 12.52)

#99CC00 - Scout Green
#4d1979 - Scout Purple
Normal-Passed at Level 2 (The contrast ratio is: 6.66)
Protanopia-Passed at Level 2 (The contrast ratio is: 7.21)
Deuteranopia-Passed at Level 2 (The contrast ratio is: 5.34)
Tritanopia-Passed at Level 2 (The contrast ratio is: 6.36)

The following shows that this colour combination has failed - however this is only used for block colours,
not text and therefore in order to ensure recognised scout colours were used, the decision was made to include it anyway:
#9900CC - Cub Mid Purple
#99CC00 - Scout Green
Normal-Fail (The contrast ratio is: 3.41)
Protanopia-Fail (The contrast ratio is: 4.03)
Deuteranopia-Fail (The contrast ratio is: 2.41)
Tritanopia-Fail (The contrast ratio is: 3.23)
